In compliance with your instructions, your Committee has examined carefully into the causes of fires in Philadelphia dwellings' apartments, and schools. All evidence leads to the conclusion that the overwhelming majority of fires reported with respect to these classes of property -- over 90% of the total -- could have been easily prevented and were in the majority of instances due to gross carelessness.
