In this age of intense political polarization, it almost seems impossible to imagine that a person from the left-leaning Brookings Institution and one from the conservative Heritage Foundation could come together, develop a bipartisan proposal to encourage retirement savings, and then ultimately see their plan remake a large portion of the nation’s retirement system. But that may be what is happening right now.
