Abstract

The travails of Volkswagen’s leadership continue with questions as to whether senior leaders of the organization will be charged with criminal offenses for their role in the expanding emissions scandal. And even though the U.S. Department of Justice promised a new emphasis on holding individuals criminally responsible for the actions taken in their roles as corporate officers in a recent memo, it is unlikely VW’s executives will face criminal charges because the scandal does not appear to have generated very much public outrage.
